After a parliamentary report this week said that French deradicalisation efforts were failing to produce results, Sociologist Farhad Khosrokhavar spoke to FRANCE 24 about what the country can do to improve its track record.</h2>

A French Senate committee released a damning report on the government’s deradicalisation programme on Wednesday, saying the measures put into place so far have done little, and in some cases nothing, to tackle threats posed by radicalisation.</div>

The long-awaited report came down particularly hard on France’s first deradicalisation centre, calling it an outright “fiasco”. The centre in Pontourny in the Loire Valley opened in September last year, aiming to “deprogramme” young adults between 18 and 30 who are considered to be on the path towards Islamist radicalisation.</div>

“Six months after it opened, this deradicalisation centre has failed to show conclusive results,” the authors of the report wrote, noting that Pontourny has only hosted nine would-be jihadists so far and is currently empty.</div>

The report also criticised the practise of separating radicalised prisoners from other prison inmates, again stating that the move had “delivered inconclusive results”.</div>

So what else should French authorities be doing to prevent future terrorist attacks on French soil? Farhad Khosrokhavar: “It’s too hasty to conclude that. In Western Europe, France holds the No. 1 spot when it comes to the number of its nationals who have left to fight in Syria and Iraq,” he said, noting that between 1,200 and 1,500 French nationals are thought to have been recruited.</div>

Khosrokhavar also noted that when France implemented its deradicalisation programme in 2014, it was one of the last nations in Europe to do so. Countries like the UK launched their deradicalisation programmes a decade ago.</div>

Iranians were not the only target of President Donald Trump’s executive
order Friday banning entry to the United States, nor did they appear to
be its primary focus. Citizens of six other predominantly Muslim
countries were caught up in the sudden move to slam shut the doors of
this country to individuals not on the basis of anything they had done,
but simply because of where they happened to be born.<br />
<br />

Among those were groups that deservedly draw tremendous sympathy from
some corners of the American political establishment and much of the
broader public, such as Iraqi interpreters who risked everything to
assist American soldiers there and Syrian refugees who have suffered
untold horrors and typically waited more than two years to join the
meager ranks of those resettled here in America.</div>

In many cases, it was Iranians who provided the human faces of shock and
distress at airports around America last weekend. Despite the long
rupture in diplomatic relations between the two countries, Iran sends
more of its citizens to America via non-immigrant travel—more than <a class="js-external-link" href="https://www.nytimes.com/2017/01/27/world/middleeast/trump-visa-muslim-ban.html?_r=0" target="_blank">35,000 in 2015</a> than any of the other six nations included in the new ban, and estimates of <a class="js-external-link" href="https://www.nytimes.com/2017/01/28/world/asia/how-do-i-get-back-home-iranians-turned-away-from-flights-to-us.html" target="_blank">Iranians who hold U.S. permanent residenc</a>y run as high as the hundreds of thousands. Directly or indirectly—the
guidance on implementing the new restrictions continues to evolve—the
entry ban will touch millions within the Iranian diaspora around the
world. </div>

There is much that is reprehensible about Iran’s current government.
The same cannot be said for its people—a diverse, highly educated
population that cherishes its heritage as a great civilization. Which is
why scenes of Iranians whose lives were thrown into chaos by the ban’s
abrupt imposition proved so gripping on social media and the nightly
news.<br />
Iranians have achieved tremendous success in the United States: in
media, sciences, technology and other industries, and serving at the
highest levels of government. However <a class="js-external-link" href="https://twitter.com/ajplus/status/826503341219852288" target="_blank">the stories that captured headline</a>s last weekend focused on regular people: the 5 year old boy, an American citizen, who was reportedly handcuffed and separated from his family for hours; the <a class="js-external-link" href="http://www.thedailybeast.com/articles/2017/01/29/trump-s-border-patrol-defies-judge-u-s-senator-at-dulles-airport-at-his-first-constitutional-crisis-unfolds.html" target="_blank">elderly, disabled legal resident</a>s, who were denied their medications, doctors from the Cleveland Clinic; the <a class="js-external-link" href="http://www.masslive.com/news/index.ssf/2017/01/umass_student_detained_at_bost.html" target="_blank">long-time legal residen</a>t of a small Massachusetts town who was returning from his father’s funeral.<br />
These were individuals whose perfectly ordinary trips unexpectedly
became legal and logistical nightmares even as they were in the air.
Their treatment upon arrival was so plainly inhumane and inimical to
essential American values that protests erupted across the country,
along with an outpouring of assistance to those left in limbo by the
ban. In its wake has come almost unprecedented formal dissent from the
order at the Departments of Justice, State, and Homeland Security.<br />

Iran has been comically easy to demonize; since the 1979 revolution, the
Islamic Republic’s leadership has practically written the script.
However, the reaction to the travel ban in the halls of government and
in U.S. airports and city streets underscores that even if they feel
(disproportionately) frightened of terrorism, Americans are not prepared
to engage in indiscriminate vilification of the Iranian people, or for
that matter the Syrians, Libyans, Iraqis, and others who are blocked
from entry. Trump’s immigration ban misjudged the American people, and
it will prove a historic miscalculation for U.S. standing in the world
and influence in the Middle East.<br />

Regional ripple effects</h2>
Within Iran and among the broader diaspora, antipathy toward the
entry ban appears to be intense and nearly universal. This is
noteworthy, if only because the political views of Iranians, both within
the Islamic Republic and among expatriates, tend to be diverse and
fractious. But the measures implemented over the past few days have
ignited widespread indignation among Iranians who may agree on little
else. Travel restrictions, arbitrary detentions, and the generalized
mistrust of minorities: these experiences are all too familiar for
anyone who has experienced the Islamic Republic, and Iranians
understandably hold the United States to a higher standard.<br />
<br />
The affront was, no doubt, intentional. There was no better way for the
newly inaugurated President Trump to signal a decisive end to the Obama
administration’s assiduous diplomatic outreach to Iran than to quash
even the most innocuous opportunities for interaction between Americans
and Iranians—and to do so in the most chaotic, costly, and conspicuous
fashion possible. The louder the outcry, the more gratified the core
Trump base, whose distrust of establishment politicians’ tendency toward
compromise helped propel the real estate tycoon’s unlikely campaign to
victory. Iranians, whose own revolutionary enterprise was consolidated
via illegally seizing the U.S. embassy in Tehran and holding its
personnel as hostages, should recognize the domestic political utility
of diplomatic incivility.<br />
However, while the insult to Iranians was almost surely intentional, the
entry ban will likely be regretted, even by its own architects. The
alienation of Iranians and others impacted by the ban may be convenient
for Team Trump’s domestic political agenda, but together with the
broader fallout from the ban around the world, it will undercut what is
intended to be an ambitious diplomatic game plan for countering Iran.
Washington can do very little on Iran in isolation; even unilateral
American sanctions rely on compliance from governments and businesses
around the world, and the military effort to counter Iranian influence
in Iraq, Yemen, Bahrain, and Syria will require robust and effective
cooperation with regional partners.<br />
The masterminds of the seven-country entry ban may have seen it as a
regional confidence-builder—a tangible rebalancing in favor of America’s
traditional Arab allies in the Gulf, where the nuclear deal with Tehran
was perceived as a betrayal. However, while Gulf princes may
momentarily appreciate Iran’s abasement, the precipitousness of the step
and the rhetoric disparaging Muslims and refugees that was associated
with it has stoked anxieties and anger among many in the Middle East and
the broader Muslim world. Trump’s campaign pledge to enact a “Muslim
ban” and the whispered warnings of senior officials about <a class="js-external-link" href="http://www.iiss.org/en/politics%20and%20strategy/blogsections/2016-d1f9/december-e597/regime-change-for-iran-cf27" target="_blank">expanding the visa restriction</a>s hint powerfully at a broader vulnerability. None of Washington’s
regional allies can make a credible claim to democratic rule, but all
depend to some extent on popular assent, and the aggravation of
underlying unhappiness with American policies will erode the
underpinnings of our partnerships in the region.<br />
For its part, the Iranian government appears to be playing the travel
plan judiciously, announcing reciprocal measures against American
visitors while intensifying its courtship with Europe. That will blunt
any momentum for a multilateral response to Tehran’s missile launch,
which intended as a shot across the bow of the new White House. For most
of Iran’s leadership, the ban is <a class="js-external-link" href="https://www.washingtonpost.com/opinions/trumps-travel-ban-is-a-gift-to-irans-rulers/2017/01/29/a85b7d7c-e642-11e6-b82f-687d6e6a3e7c_story.html?utm_term=.a8202b2abaa5" target="_blank">a welcome windfal</a>l —a validation of the revolutionary narrative about American
deviousness and malice, a firewall against further encroachment by
American cultural and political influences, and a blunt instrument with
which to further marginalize any Iranians who might advocate political
reforms or greater openness.<br />
In the inevitable hubris of the administration’s early days, the
White House may see this merely as Tehran’s temporary recovery. But the
estrangement of Iranians really shoots Washington in the foot, too.
Ultimately, the challenges posed by Iran’s revolutionary state can only
be durably resolved by a readiness from within Iran to renegotiate the
country’s relationship with the world. Thanks to the entry ban, the
Trump administration will have even fewer opportunities to shape that
evolution. The ban closed America’s doors to Iranians, but in the long
run it will isolate Washington from any meaningful influence over Iran’s

Néologisme ? Barbarisme ? Il semble pourtant évident que les termes de martyrophiles et de martyropathes devraient entrer plus idéal-typiquement dans les essais sociologiques. En effet,
la martyropathie est un phénomène qui, plus que jamais, trouve sa place dans le
monde moderne comme son absolu négateur. Les médias ont pris pour habitude
d’appeler certains martyropathes « kamikazes », mais suivre la
verve journalistique dans son élan serait se prêter à </span><span style="color: black; font-family: "times new roman"; mso-no-proof: no;">l’exercice</span><span style="color: black; font-family: "serif" , "serif"; mso-bidi-font-family: "Times New Roman"; mso-no-proof: no;"> de l’anachronisme, de </span><span style="color: black; font-family: "times new roman"; mso-no-proof: no;">l’abus</span><span style="color: black; font-family: "serif" , "serif"; mso-bidi-font-family: "Times New Roman"; mso-no-proof: no;"> de langage et de </span><span style="color: black; font-family: "times new roman"; mso-no-proof: no;">l’amalgame</span><span style="color: black; font-family: "serif" , "serif"; mso-bidi-font-family: "Times New Roman"; mso-no-proof: no;">. Le kamikaze, c’est le japonais de la seconde
guerre mondiale qui, sachant qu’il y laisserait sa vie, s’écrasait sur les
cibles jugées stratégiques, pour servir son pays. D’ailleurs le terme « <i>kami</i> »
- l’esprit, au sens divinisé du terme – « <i>kazé</i> » - du vent –
ne laisse que peu de place à une définition autre de celle originellement
puisée dans un contexte historique : l’esprit du vent, porté par le
sacrifice. Alors qui sont les nouveaux martyrs ? Qui sont ceux que nous avons choisi d'appeler les "martyropathes", à l'instar des travaux du sociologue Farhad Khosrokhavar ? Le phénomène du martyre moderne nous a fait oublier la signification
originelle du terme de « martyre », du grec « <i>martus</i> »,
le <i style="mso-bidi-font-style: normal;">témoin</i>. Nous y reviendrons, mais
oui, le martyre, plus près des images que s’en font les puristes, est celui qui
dit « non » à ceux qui veulent le convertir de force, ou, du moins,
le forcer à renoncer à sa foi ou à ses manifestations. Alors pourquoi revenir
vers ce concept, et pourquoi en faire un habitant bien concret du monde
actuel ? Parce que les politiques religieuses de certains groupes ou de
certains pays usent et abusent de ce terme pour redorer le blason de ceux qui
ont obéi aux ordres de tuer sous couvert religieux ? Parce que les médias
ont vite fait d’utiliser ce mot pour remplacer celui de torture ? La chose
est plus complexe, et l’étude sociologique des différentes couleurs que peut
légitimement revêtir le terme est plus floue qu’il n’y parait.<o:p></o:p></span></div>

l’individu fraîchement chrétien de l’Antiquité qui dit « non » aux
romains engoncés dans leur paganisme, et qui sait faire preuve de la chose paradigmatique
dans la définition de l’homme : mettre sa vie biologique plus bas que ses
idées. C’est grossièrement la définition du suicide, acte dont seul l’homme est
capable, puisque sa conscience lui permet de s’extraire du déterminisme
physique, et ce, n’en déplaise à certaines avancées neurologiques. Seulement, à
la différence du suicide, dans le cas de ce qu’on appelle le martyre, le pôle
de résistance, l’entité qui fait dire « non » à la vie au nom d’un
idéal, est lui bien circonscriptible, palpable, incarné : celui qui
s’oppose à mon idéal, pour le dire dans des termes d’un affligeant et pourtant
réel simplisme, c’est le Mal. En n’y prêtant pas allégeance quitte à y laisser
la vie, on fait preuve d’une force spirituelle qui dessert l’image de
l’incarnation du Mal. Le martyre est donc traditionnellement un acte
défensif : la mort est donnée par un tiers, suite au refus d’obtempérer.
Si on s’en tient à cette définition, le résistant de la seconde guerre
mondiale, celui qui a refusé de collaborer à l’idéologie nazie et qui a trouvé
la mort dans le maintien de sa position, est un martyre. Il est d’abord évident
qu’on ne peut utiliser le terme de martyre pour désigner les victimes du
génocide : on ne laissait pas aux Juifs, sous le IIIe Reich, l’opportunité
d’abjurer leur foi contre leur vie sauve, d’ailleurs, il ne s’agissait pas,
comme on le sait, d’une question de croyance, mais d’une question raciale. La question
du résistant n’abandonnant pas ce qui lui parait être juste semble déjà plus
cadrer avec la définition du martyre… mais nous verrons que d’autres paramètres
sont à prendre en considération</span><span style="color: black; font-family: "times"; font-size: 13.5pt;"><o:p></o:p></span></div>

permettra pas encore d’élucider le cas sociologique du résistant : ce
paramètre, c’est celui du moindre mal. Le martyr ne peut être défini comme tel
que si la mort fait figure de moindre mal face à l’exhortation au renoncement à
l’idéal. Si le supposé martyr va vers la mort en y trouvant une jouissance
quelconque, le seul fait qu’un sentiment agréable envahisse le sujet
contrevient à la définition exigeant que le martyr soit l’homme capable
d’endurer le pire contre le pis. L’égoïsme fait sa grande entrée dans cette
dernière circonstance : l’égo, c’est-à-dire la mise en relief de soi,
entache la nécessaire mise en relief de la cause défendue, mise en relief qui
définit le martyre. Le chrétien qui jubilerait à l’idée de trouver la mort face
au persécuteur, penserait à l’idée terriblement gratifiante d’être un martyr,
avant de penser aux valeurs en lesquelles il a foi, passerait donc à côté de ce premier critère. Toujours dans cette
perspective du choix du moindre mal, il faut aussi souligner que le
christianisme est assez clair concernant la position que le fidèle doit adopter
face à la persécution : l’Evangile ne demande pas au fidèle de se
transformer en martyr, mais de fuir. Aller au-devant de sa mort, dans le cas où
on ne peut pas encore parler de jubilation, c’est tout simplement de l’excès de
zèle ! La vie est sacrée, ne l’oublions pas. Voilà ce que dit clairement
l’Evangile : « Si l’on vous persécute dans une ville, fuyez dans une
autre » (Matthieu, 10:23). Si on transpose l’idée au résistant de la
seconde guerre mondiale, peut-on dire du frère franciscain polonais Maximilien
Marie Kolbe, qui a échangé sa vie contre celle d’un père de famille condamné à
mourir à Auschwitz, qu’il est un martyr ? Absolument pas. N’en déplaise à
Jean-Paul II qui l’a canonisé martyr en 1971, force est de constater deux
choses : d’abord le frère Kolbe s’est proposé, il est donc allé au-devant
de sa mort ; ce n’est pas à lui qu’on a demandé de renoncer à sa foi, ni à
personne d’ailleurs. Il a défendu son idée sans trop outrepasser, certes,
l’exigence de défensivité constitutive de la définition du martyre. Mais il y
avait aussi une question de chiffre dans l’histoire : ce n’est pas l’idéal
de la protection d’un peuple qui a causé la mort de l’homme d’église, mais
avant tout, cause prodigieusement louable par ailleurs mais sans rapport avec
la définition de martyre, l’exigence utilitariste de ne pas détruire, avec le
premier condamné, toute sa famille. Un héros, oui, un martyr, non. Le héros met
sa vie en danger pour protéger celle des autres, pas pour défendre une cause.
Peut-être la défense de la cause était-elle sous-jacente, mais une chose est
sure, elle n’était pas première.<o:p></o:p></span></div>

martyr habitant notre monde contemporain. Où est-il et qui est-il ?
Nous avons volontairement choisi de concentrer notre attention sur le martyre
musulman pour une raison évidente </span><span style="color: black; font-family: "times new roman"; mso-no-proof: no;">d’actualité. Concentrons-nous d’abord sur le
martyre du laboratoire du Moyen-Orient : le nouveau martyr chiite iranien,
avant d’observer le nouveau suicide-bomber sunnite lié aux groupes Daesh ou Al-qaeeda.<o:p></o:p></span></div>

coins du monde linguistiquement étrangers, dans le terme de martyre, <i>martus</i> en
grec, <i>shahâdat</i> en arabe, l’idée de témoin est présente, cette
fameuse idée qui n’effleure aujourd’hui même plus l’esprit quand on pense à
celui qui périt dans la défense de sa foi. Etre le « témoin de Dieu »
ne laisse par ailleurs pas trop de doute sur destin de l’intéressé : c’est
tout simplement mourir en son giron. Et dans ce sens, l’islam aussi à ses
martyrs paradigmatiques : le modèle des imâms. Le plus connu est Hosseyn,
qu’on fête chaque année lors de la Ashura, en procédant à des pratiques de
flagellation, de jeûne pour certains groupes religieux, bref, d’infliction de
la douleur par mimétisme et par procuration. Le martyre musulman contient par
rapport au martyre chrétien une différence de taille, dont le poids des
traditions tant occidentale qu’orientale ne nous permet de revenir sur une
définition du martyre au détriment de l’autre : le martyre musulman a un
héritage offensif. Les grandes figures fondatrices du martyre musulman n’ont
pas toutes été dans l’offensive, mais la coextensivité de l’islam à la notion
de <i>djihâd</i>, si différentes puissent-être les interprétations du
terme, donne bien évidemment une couleur bien différente au martyre musulman.
Le <i>djihâd</i> est le concept fondateur du versant prosélyte de
l’islam : <i>djihâd</i> signifie exercer une force. Cet exercice
n’implique pas forcément la notion d’offensive : exercer une force, c’est
exercer une volonté, physiquement ou spirituellement, sur une tierce volonté.
Résister, comme agresser, entrent dans le cadre de cette définition. Le <i>djihâd</i> peut
d’ailleurs être une lutte personnelle de sa propre volonté de purification
contre ses désirs ou mauvais penchants selon les préceptes de l’islam.
« Le <i>djihâd</i> du cœur est la lutte de l'individu contre ses
désirs, ses passions, ses idées fausses et ses compréhensions erronées. »
(Ibn Rushd<i> Muqaddima</i>). Le cas personnel, si intéressant soit-il, ne
nous est pas d’une grande aide pour ce qui est de notre investigation sur le
martyre moderne. La version du <i>djihâd</i> qui nous intéresse ici,

se concentrent d’ailleurs les notions de défensif et d’offensif. Alors, bien
évidemment, ces notions sont bien souvent le jouet d’interprétations plus ou
moins intégrales des Textes. Cependant, si on confronte le <i>djihâd</i> avec
les concepts de <i>dar el-islam</i> et de <i>dar el-harb</i>,
incontournables en islam, on peut de façon très indirecte circonscrire plus précisément
la définition du martyre musulman. La <i>dar el-islam</i>, c’est le
concept de terre d’islam, c’est-à-dire d’un territoire au sein duquel l’islam
est majoritaire et donc où le culte peut-être pratiqué sans entrave. La <i>dar
el-harb</i>, c’est littéralement la terre de la guerre ; c’est là que les
interprétations se compliquent : disons sans ambiguïté aucune, que cette
terre est au moins un espace où l’islam est soit minoritaire, soit restreint
dans sa pleine expression. Selon l’interprétation qu’on fait du concept de
sorte à l’appliquer à un pays, on peut, par exemple, faire d’un territoire où
le musulman est persécuté une <i>dar el-harb</i>, ce qui est ici
l’interprétation la plus souple, ou faire d’un pays ou une des pratiques
musulmanes est menacée une <i>dar el-harb</i> (un pays où on
interdirait le port du voile par exemple – si tant est que le port du voile
soit jugé obligatoire par les Textes), ou encore d’un espace qui n’a pas encore
embrassé l’islam, une <i>dar el-harb</i>. Cette dernière interprétation
est bien évidemment la plus dure. Le <i>djihâd</i> comme devoir du
fidèle trouvera donc, dans ces différents cas de figure, une place particulière
bien différente : si l’islam est menacé, et qu’on entend pratiquer
un <i>djihâd</i> défensif, le fidèle devra s’investir
personnellement. C’est là la définition la plus présente chez les oulémas
sunnites : un <i>djihâd</i> défensif comme preuve d’un
investissement personnel en tant que membre de la communauté. Le <i>djihâd</i> défensif
est en quelque sorte un témoignage à Dieu de l’accueil que réservent les fidèles
au règne d’Allah. Peu convaincant selon les chiites : établir l’autorité
d’Allah, c’est l’installer sans attendre que le cas d’une opposition à l’islam
ne se manifeste. Montrer sa soumission à Allah en attendant le hasard d’une
contrainte n’est pas authentique. L’islam est une religion prosélyte à vocation
universelle et donc conquérante. En empruntant certains détours interprétatifs,
le <i>velâyat-e faghih</i> (le gouvernance par le guide théologien)
bien installé en Iran depuis 1979, trouve une place toute faite : le <i>djihâd</i> offensif,
pour se tourner vers le monde mécréant, doit d’abord se retourner contre les
élites dirigeantes, non seulement parce qu’elles dirigent, mais aussi et
surtout, parce qu’elles ne dirigent pas le pays <i>contre</i> le
reste du monde. « La dénonciation de l’Occident hégémonique et de ses
fondés de pouvoirs intellectuels, les orientalistes, va souvent de pair chez
les penseurs radicaux comme Qutb, Mawdudi et Khomeyni, avec la critique
radicale des musulmans attiédis, voire « hypocrites » (<i>munifiq</i>,
ceux qui introduisent la dissension chez les musulmans, selon une expression
coranique) » (Khosrokhavar F., <i>Les nouveaux martyrs d’Allah</i>,
Flammarion, p.55) Le <i>djihâd</i> offensif, c’est l’inscription de
soi par l’action dans un refus de souscrire à un monde qui diffère de celui
qu’Allah aurait dessiné. Sans entrer dans des analyses qui pourraient faire
l’objet d’une thèse, au-delà du fait que le <i>velâyat-e faghih</i> s’oppose
tacitement au chiisme traditionnel, chiisme qui ne saurait envisager l’idée
d’une subordination du religieux au politique, notons que le khomeynisme donne
une assise à cette subordination du fait qu’elle demeure la seule solution pour
le déploiement d’un <i>djihâd</i> offensif jugé authentique.</span><span style="color: black; font-family: "times"; font-size: 13.5pt;"><o:p></o:p></span></div>

les imâms, une dimension qui peut être offensive. Si Hassan, deuxième imâm, a
traditionnellement été empoisonné par l’ennemi califat, et est donc tombé en
« martyr défensif », l’imâm Hosseyn, lui, surtout dans les
interprétations contemporaines, est le martyr qui aura su prendre les armes à
Kerbala, en actuel Iraq. N’est-ce pas contre ce pays d’ailleurs que l’Iran
contemporain envoyait sa jeunesse tomber en martyre entre 1980 et 1988 ?
Cette guerre porte deux noms du côté iranien : la <i>djang-e tahmili</i> –
la guerre imposée ou – <i>defâ’e moghaddas</i> – la défense sacrée.
Les appellations sont assez significatives : il fallait ancrer la jeune
République islamique et diffuser son message sacré… mais en dessous de la
théorie, la pratique est à l’œuvre : la première étape du <i>djihâd</i> intestin
accompli (forcer le Shah à l’exil pour imposer le religieux en politique), il
fallait non seulement se retourner contre l’ennemi étranger, mais aussi,
exigence sociale pratique, renouveler les élites déchues. Comment réunir assez
de chair à canon ? La transformer en martyr. L’équation semble simple, et

martyre par ceux qui « canonisent ». Les jeunes iraniens ayant
trouvé la mort n’ayant été que les pièces d’un rouage social nouveau ne peuvent
pas encore être dits martyropathes, mais le Dieu pour lequel ils sont mort, lui,
ne s’appelle plus Allah, mais République islamique. La martyropathie sera

<span style="font-family: "calibri"; font-size: 13pt;">L’Occident a surtout étudié le phénomène autour de la question de la nature de l’effacement du religieux de la sphère publique. Le débat théorique au sens fort s’est concentré autour de la question de l’effacement du religieux ou de sa reconversion, mais il nous semble qu’une autre acception, plus littérale, consistant en une application en ce bas-monde d’éléments issus de l’au-delà-du-monde, doit être aussi considérée. C’est notamment celle qu’on observe aujourd’hui dans le monde musulman. Une volonté d’appliquer de façon théocratique et terrestre les lois de Dieu. Comment religions et philosophies se sont investies, l’une en l’autre, pour aboutir soit à l’établissement d’une morale séculière héritière de la foi, soit à une morale dénaturant la religion, au nom d’une foi moderne ?</span></div>

Nous suivons l'évolution de l'image que Daesh construit de la femme à travers les contours tourmentés de l'actualité. Au départ, l'Occident était sidéré par le confinement féminin et la réduction de son rôle aux tâches les plus traditionnellement liées au foyer, à la procréation, à un avilissement dans une sexualisation mécanique. Cette image-là d'ailleurs était à l'origine d'une question récurrente : "comment des femmes européennes peuvent-elles être attirées par cette réduction et cette privation de liberté ?". Puis l'actualité a dessiné les femmes de Daesh autrement, les armes à la main, nous poussant à reconsidérer l'image que la propagande de l'EI véhiculait désormais de la femme.<br />
Cette image est plurielle. Quels en sont les contours ?<br />
Celle ancrant la gente féminine dans un rôle traditionnel semble simple : c'est celle de la femme qui donne naissance et s’occupe du foyer. La femme n’existe qu’à travers le mariage, en effet, la propagande de Daesh ne met jamais en lumière la femme en dehors de son statut d’épouse. En d’autres termes, les images ou les discours tenus traitent soit de l’enfant, soit de l’épouse, comme si la période intermédiaire (« de la quête de l’époux » à la sortie de l’enfance) n’existait pas.</div>

<div style="text-align: justify;">
Le caractère « limité » du rôle de la femme n’est pas présenté comme tel dans la propagande de Daesh, et cet élément est incontournable dans la bonne compréhension de ce qui peut motiver une femme occidentale, nourrie de postmodernité, à rejoindre les rangs de l'EI : ce rôle prend, comme dans le cadre de toute prescription islamique, un contour pur et licite, et est ainsi sacralisé. En d’autres termes, le rôle de la femme trouve une importance à la hauteur du rôle de l’homme : l’homme est un héros parce qu’il est disposé au sacrifice de sa vie biologique, il meurt pour défendre sa cause, tandis que la femme est une héroïne parce qu’elle est disposée au sacrifice de sa vie physiologique, elle met les fonctionnements de son corps au service de sa cause.</div>

La sacralisation du rôle de génitrice répond à un aspect idéologique fondamental de l’EI : la <b>colonisation</b>. Le ventre devient le centre sacré de l’existence du Califat. L’homme est le versant négatif de l’établissement (destruction de l’ordre établi) et la femme l’ordre positif de l’établissement (création de l’<i>umma</i> par le peuplement), d’où l’exhortation du djihadiste français Abu Salman Al Faransi : « Prenez vos femmes, et vos enfants, et rejoignez-nous dans l’Etat islamique ». La femme est une possession qu’on emporte avec soi ou qu’on trouve sur place. Elle ne trouvera de rôle sacralisé qu’à travers son investissement en tant que génitrice. Le cas de celle qui a pris le nom de Sophie Kasiki, est encore autrement révélateur de la pierre angulaire qu'incarne la colonisation dans l'idéologie : la jeune femme a été attirée, non pas par un mariage, mais par des jeunes de banlieue partis faire le djihad, jeunes qu'elle connaissait bien et en qui elle avait confiance, jeunes dont elle a cru le discours utopiste et qui entendaient la faire travailler dans une maternité de Raqqa, toujours dans cette perspective de facilitation du processus générationnel. </div>

Autre point fondamental dont on pourrait penser qu'il puisse dissuader une jeune femme de s'engager du côté de l'EI : la polygamie. Présente dans l’islam, elle se trouve idéologiquement resacralisé dans le contexte de l’établissement de l’Etat islamique : dans l’islam, l’homme a le droit de prendre plusieurs femmes pour épouses si et seulement s’il peut leur accorder un traitement équitable. Dans les chambres de sœurs sur les réseaux sociaux (notamment sur l’application télégram), un mot d’ordre revient régulièrement pour convaincre les jeunes femmes encore réticentes au départ à cause de la question de la polygamie : il s’agit d’affirmer que le cadre idyllique du Califat permet à tout homme d’avoir les ressources nécessaires au traitement équitable de chacune des épouses. Ainsi, cet aspect de la propagande permet une réponse plus efficace à l’exigence idéologique de colonisation par l’enfantement.</div>

L’image de la femme traditionnelle est construite autour de la pudeur. Cette pudeur promue par l’islam traditionnel trouve des contours différents dans la propagande idéologique de Daesh : d’abord parce que cette pudeur s’inscrit contre l’ennemi occidental. Dans le dégoût socio-culturel de l’Occident qui doit motiver le départ pour un Etat islamique idéal, il y a certes la corruption, la mécréance, la lâcheté, mais il y a surtout la dépravation qui trouve sa forme la plus visible et la plus paradigmatique dans l’exposition de la nudité féminine. L’image de la femme du Califat devient un contre-modèle : la femme occidentale est un objet de consommation, tandis que la femme de l’EI se protège de cette chosification par la pudeur (niqab, burqa, djilbab). Cette propagande permet un renversement de l’idée de chosification qui se distingue de celle de soumission.</div>
<div style="text-align: justify;">
Autre point fort dans la promotion idéologique de la pudeur : la sexualisation du conflit. Cette sexualisation existait déjà dans le cadre de la révolution islamique iranienne qui liait le voile de la femme au sang des hommes tombés en martyr. Le point d’articulation était une valeur culturelle, le nâmus, à savoir l’honneur lié à la protection de l’intégrité des femmes du groupe.</div>
<div style="text-align: justify;">
Pendant la guerre Iran/Iraq, les slogans traduisaient explicitement cette sexualisation liant intégrité féminine à la victoire masculine (pensons par exemple au slogan « La noirceur de ton voile, ô ma sœur est plus efficace que la rougeur de mon sang. ») La femme en se cantonnant à son rôle le plus traditionnel contribue donc à la grandeur du Califat.</div>

L’image de la femme combattante n’est pas la plus véhiculée. Sa promotion est discrète et récente. La communication de l’Etat islamique se contente d’adapter l’idéologie aux exigences circonstancielles au nom d’un principe supérieur. La communication relative à la femme combattante est restreinte, elle consiste plus en une sorte d’autorisation à la prise d’armes, la propagande plus directe est plus l’apanage des réseaux sociaux, des fratries et des copinages. En d’autres termes, l’invitation de la gente féminine à la violence est plus indirecte, elle se situe plus dans les niveaux intermédiaires de communication.</div>

<div style="text-align: justify;">
Dans les vidéos de propagandes et les discours de l’EI, la place de la religion est finalement marginale. C’est bien plus une exaltation du sens de l’héroïsme qui est véhiculée, exaltation qui va de pair avec la reconstruction du processus d’individuation à travers le projet collectif. A ce titre, et concernant la promotion de la femme combattante, il faut noter qu’il existe une sorte de communication dans la communication. Ce sont les femmes djihadistes occidentales qui font la promotion de la femme combattante auprès des potentielles candidates occidentales. Elles jouent sur les codes culturels occidentaux (comme l’exploitation de l’effet de « mode »), font de la ceinture d’explosifs un accessoire de mode et du jeune homme djihadiste le nouvel objet de fantasme. La propagande de daesh est ainsi plurielle selon qu’elle s’adresse à une population moyen-orientale ou occidentale. L’adoption du langage de la recrue potentielle passe aussi par l’adaptation à une culture qui marque moins de différences entre gentes féminine et masculine : l’occidentale peut ainsi réinvestir ses aspirations dans les cadres de l’idéologie (s’affirmer en tant qu’individu, suivre une mode, ne pas faire une croix sur ses aptitudes en tant qu’agent d’action social).</div>

<div style="text-align: justify;">
La création de la brigade féminine armée Al-Khansa en 2014 incarne l’officialisation du caractère licite de la femme-combattante. Dans un manifeste publié sur certains réseaux sociaux (traduit en anglais et mis en ligne par la Quilliam Foundation), Al-Khansa reformule le rôle de la femme, mettant à jour l’évolution des contours que l’EI lui confère : la femme doit être confinée au foyer, ne doit pas travailler, mais est autorisée à sortir dans trois circonstances : pour prendre les armes quand les hommes sont en nombre insuffisant (au nom du principe supérieur de la protection du Califat), pour prendre les armes si un imam l’y autorise, ou pour étudier l’islam ou l’enseigner.</div>

Daesh articule ses techniques de communication autour de l’adaptation du discours. Les discours voués à recruter des femmes prennent des contours particuliers. On note des caractéristiques récurrentes :</div>
<div style="text-align: justify;">
* Valorisation de l’idéal de virilité : les recruteurs répondent à une faiblesse observée dans une large partie d’une gente féminine en quête d’une virilité que les occidentaux ont, à leurs yeux, perdue. Le féminisme occidental aura eu pour effet, selon elles, de dissoudre la distinction des rôles entre hommes et femmes de sorte que l’homme ne fasse plus figure de protecteur et que la promesse du mariage pour la vie relève du mensonge.</div>
<div style="text-align: justify;">
Ainsi, le djihadiste, cet homme capable de mettre sa vie biologique en dessous de ses idéaux incarne la fiabilité, la fidélité, l’intégrité et la virilité.</div>
<div style="text-align: justify;">
* Assurance de se réapproprier une féminité authentique</div>
<div style="text-align: justify;">
* Assurance du fait que le sentiment de malaise que l’adolescente ou la jeune femme ressent dans sa vie est un symptôme de l’élection divine.</div>
<div style="text-align: justify;">
* Assurance (liée à la fibre maternelle) que ses futurs enfants vivront dans un milieu protégé, loin des dangers de la société occidentale (drogue, viol, dépravation, désespérance socio-économique)</div>

<div style="text-align: justify;">
Le mariage tient une place prépondérante dans la communication avec la gente féminine. Le mariage est souvent un point d’articulation entre l’espoir (retrouver la virilité en l’homme, la sécurité, la justice) et l’entrée dans le Califat. Le recrutement de la gente féminine est ainsi concentré autour du mariage, soit avant le départ pour la Syrie ou l’Iraq (souvent par écran interposé), soit sur le sol de l’Etat islamique. La terminologie employée autour du mariage contribue au caractère idyllique de l’union au djihadiste : la femme trouvera son « lion » et donnera naissance à des « lionceaux du Califat ». On lie ainsi l’idéal du mariage à un vocabulaire martial islamique (le mariage est une lutte pour le bien, la lutte est un mariage au bien).</div>
<div style="text-align: justify;">
Par ailleurs on a récemment observé une inversion des tendances concernant la perspective du mariage. Depuis que la propagande de l’EI destinée aux occidentaux s’oriente plus sur l’attentat à commettre sur le territoire occidental que sur le combat en Syrie, on assiste à des mariages par écrans interposés qui ne doivent plus déboucher sur le départ de la femme pour retrouver son époux au Califat mais sur l’accueil de l’époux djihadiste par sa femme sur le territoire européen. Le phénomène est encore balbutiant mais les conversations que nous avons observées dans le cadre de <br />
nos recherches proposent de plus en plus systématiquement cette alternative. L’établissement du Califat et la Hijra restent évidemment des conditions islamiques indépassables, mais la guerre contre l’Occident se présente comme une étape intermédiaire nécessaire. Au nom du renforcement du Califat par l’affaiblissement de l’Occident, on demeure un bon musulman en différant sa réponse au principe de colonisation.<br />
